Future Initiatives

Under a five years Project for Improvement of Financial Reporting and Auditing (PIFRA), launched with the assistance of the world Bank, the Government of Pakistan is establishing a country wide integrated financial management information system that has been configured on SAP R-3 Platform requiring central networking and no-line communication with transaction nodes spread in 100 districts and 4 provinces of the country. Under this initiative, which is being supervised by the SAI of Pakistan, the existing transaction-based approach to state auditing implemented in a client-server environment? The SAIs massive re-training and modernization of human resources requirements are also being addressed under the PIFRA initiative.

Future programmes include establishing a centralized auditing Never –Centre from where a countrywide auditing operation can be effectively managed and monitored. The centre is also envisioned as a Centre of Excellence for:

  • Developing an INTOSAI compliant Regularity Audit paradigm for attestation of financial accountability of the government administration as a whole by the SAI of the country.
  • Refining the existing performance Audit methodology and practices and creation of a multidisciplinary manpower structure for conducting VFM audits and integration of VFM audit results with Regularity audit findings.
  • Instituting an arrangement under which the SAI is enabled to issue guidance for the executive departments on best financial practices, as an ongoing activity.
  • International exchanges for developing manuals and guidelines for Environmental Auditing & Green Accounting.
  • Dissemination of the state of the art in state auditing to the central Asian Region.
