Despite limited human resources the Communication and Change Management unit has made considerable progress towards achieving the goals of strengthening communication and coordination among the stakeholders; promote transparency; increased cooperation; increased stakeholder awareness and sense of ownership.

To this end the unit has developed a comprehensive ‘Action plan'. It encompasses; Advocacy, development of messages, capacity building and training, publications, Monitoring and evaluation and feed back mechanism.

One of the underlying objectives of the Communication and Change management unit is to increase the understanding of the relevant Government Staff directly and indirectly involved with the system/reform by an effective training and education effort. Under the Capacity Building measure for improving the professional skills of employees, a series of training workshops on Human Resource management themes are being organized and held for core staff from PIFRA Directorate, OAGP, CGA and provincial AGs. These training workshop will help in the sustainability of overall HR reforms. Accordingly  four one day workshops on Strategic Communication, Motivation, HRM for non HR Mangers, Management of Change have been held. Increased number of  one day workshops are being scheduled for the future at Islamabad as well as provincial headquarters.

Under material development the Communication and CM component has made sincere efforts for the awareness of the stakeholders of PIFRA and has developed new promotional themes which include six new posters with core message, (Vision, FABS, Audit, Change Management, HRM and Training), PIFRA Table Calendars 2008 and development of a new PIFRA Logo to create an identity for the project.
