M&E– Paving Way
Towards Success
Monitoring and Evaluation or M&E in any organization
helps project managers and other stakeholders to know
the extent of their projects meeting the objectives and
goals; thereby leading to their desired outcomes. Moreover,
M&E identifies the gaps hampering the project’s
progress from time to time. Similarly, the M&E wing
of PIFRA is providing a continuous self assessment framework
that shows/indicates the progress against each performance
indicator during their implementation phase.
In this regard, the M&E after the last visit of World
Bank Mission in year 2006, started preparing the M&E
outcome assessment questionnaire for all stakeholders.
The questionnaires were designed in such a manner so as
to get the input for latest updates against each performance
indicator as well as to obtain suggestions on various
issues from these stakeholders. All stakeholders took
active part in completing the questionnaires and floated
their suggestions in different areas of the project implementation.
With the arrival of the World Bank Mission in December
2006, the M&E Wing along with the M&E Consultant
to World Bank Mr. William Allan held series of meetings
with the stakeholders in order to explore the avenues
to get maximum benefits of PIFRA II. In this regard, Mrs.
Sheena Ali Mansoor (Head M&E) gave a detailed presentation
to W.B Mission about the baseline assessment report prepared
exclusively by her department covering the areas of Effective
and Transparent Fiscal management, Effective & Transparent
Financial Reporting, Control and Audit, Indicators of
Poverty Reduction and Indicators of Corruption Reduction.
The Mission appreciated the concerted efforts put in by
the M&E wing and observed that its substantial progress
can play a significant role in brining all the stakeholders
closer thereby overcoming the barriers towards achieving
project outcomes.
