A Flash back at Audit Component’s Noteworthy Achievements

OAGP is committed to achieve high standards and compliance with International Standards in audit. The new financial reporting paradigm of public sector has been developed under PIFRA I and Audit Mandate of the AGP has considerably broadened with the devolution program of the government to district and sub-district level. The changing scenario requires OAGP to be fully equipped to meet the challenges like reforms in accounting which has a direct impact on auditing, audit mandate of AGP in areas like certification of account, audit of revenue and corporate entities, ensuring compliance with standards and developing technical competencies of OAGP staff as well as capacity building of OAGP. PIFRA Audit Component under the veteran leadership and guidance of Additional AGP Audit is committed to fulfill and meet the aforementioned challenges and convert them into opportunities that will help to establish OAGP as a leading Supreme Audit Institution.

Moreover, the Audit Component is striving hard to enhance field auditor’s knowledge and commitment, auditee understanding and management’s vision about the “New Audit Methodology”, which will in turn add value in the long term. Training is the main vehicle in enhancing the capability and focus for change by providing on job support to minimize the gap between theory and practice. Appropriate technological and civil infrastructure is the cornerstone for any technology based revolution.

A comprehensive audit methodology and implementation schedule was prepared for expenditure and revenue audit of Federal Government, which was approved by Additional Auditor General Audit. Human Resource plans of DG (FA) and DAG (RRA) were developed using ADM Plus software keeping in view the audit timelines. This was the first ever move towards modernization where enhanced software was used for audit planning. Moreover, integration of audit, modern auditing practices, standardized documentation and use of Computer Assisted Audit techniques (CAATs) were introduced to the officers and staff of OAGP.

PIFRA Audit Component faced challenging tasks of not only providing training to the OAGP staff but also to change their mindset about this approach. The strategy adopted by the Audit component to tackle with the challenges is not only to explain theoretical concepts but also to provide on job support. It is the first time in the history of OAGP that complete process of audit has been documented in the form of working papers from planning to execution till reporting, which under the legacy system was only limited to the photocopies of documents relating to observations raised during audit. PIFRA Audit Component realizes the importance of auditee organization in the whole change process. Keeping auditee organizations informed will not only facilitate the implementation process but will also help in directing scarce audit resources to the areas of high risk and concern. Acceptance of audit as a value addition activity and not as an inspection or formality is very important in the changing scenario. In this regard, a two day workshop for Federal Ministries and Divisions was organized in July 2006 before the start of annual audit to give them an overview of the New Audit Methodology and its impact. The workshop was well attended and officials from more then forty Ministries and Divisions were present. Similarly, a presentation was organized for Chairman and Members of CBR in September as a confidence building measure for smooth implementation of FAM.

There is a need to highlight the significance of new Audit paradigm and the outputs it would generate for the users of government accounts, executive decision makers and the legislature thereby benefiting them in the long run.
